Is Ant-Man 3's Kang The Conqueror The Same As Loki's He Who Remains?

Ant-Man and the Wasp: Quantumania's first trailer showcases Jonathan Majors as Kang the Conqueror, begging the question if he is the same as Majors' He Who Remains from the Loki season 1 finale. Majors was confirmed to be appearing as Kang the Conqueror in 2020, before appearing in Loki as He Who Remains. Given the multiversal nature of the MCU's Phases 4, 5, and 6, as well as the characters both being played by Majors, Kang and He Who Remains could be the cause of some confusion for audiences.
